Environmental issues

 

The issues of sustainable development and environmental protection should be among priority items on the UN Agenda.

Their solution is definitely a priority for Kazakhstan, which has been affected by such man-made and natural disasters as the dying Aral Sea and the Semipalatinsk nuclear testing ground.

Humanitarian, social and economic implications of these and other disasters continue to have a negative effect on the sustainable development not only of Kazakhstan but of the entire Central Asian region. In this context, Kazakhstan calls for a closer international cooperation in the solution of problems involving the efforts to deal with the effects of these and other natural and man-made disasters.

 

Millennium Development Goals

Kazakhstan believes that issues of development and related challenges involving timely and effective achievement of the Millennium Development Goals should continue to be the focus of attention of the international community.

The view that the framework for a collective security system can be established through creating conditions for development of States is of special importance.

It is encouraging to note that the outcome document adopted by the world Summit has reaffirmed that development is a central goal and that sustainable development in its economic, social and cultural dimensions is an important area of work of the entire United Nations system.

 

Kazakhstan against terrorism

 

Kazakhstan welcomes the initiative to introduce a counter-terrorism strategy that provides for the elimination of the causes of terrorism and its renunciation as a tactical means to attract political attention.

The success of this strategy will largely depend on the strengthening of international, regional and sub-regional cooperation in the fight against international terrorism and the growing role of regional organization in dealing with this evil. Yet building the capacity of states to prevent terrorist operations and recruitment by terrorists is the most effective element of a comprehensive strategy.

Kazakhstan attaches great significance to a comprehensive legal framework successfully established by the United Nations General Assembly in the field of counter-terrorism. In addition to all twelve United Nation counter-terrorism conventions, Kazakhstan acceded to the International Convention for the Suppression of Acts of Nuclear Terrorism on September 16, 2005.

International Atomic Energy Agency - IAEA

 

Important Dates

   1. 13 December, 1993 - Republic of Kazakhstan joined the Treaty on the Non-Proliferation of Nuclear Weapons (NPT).

2. 14 February, 1994 - Republic of Kazakhstan became a 121 member of the IAEA.

3. 15 February, 1995 - Kazakhstan joined the International Nuclear Information System (INIS) as its 90th member.

4. In September 2004, during his official visit to Austria President Nazarbayev had met with IAEA Secretary General M.El Baradei.

 

Legal Framework

 

Republic of Kazakhstan is a party to the following IAEA conventions:

   1. Convention on Nuclear Safety (signed on 20.09.1996).

2. Joint Convention on the Safety of Spent Fuel Management and on the Safety of Radioactive Waste Management (signed on 29.09.1997).

3. Convention on Physical Protection of Nuclear Material (party since 02.10.2005)

 

26 July, 1994 - IAEA and Kazakhstan signed the Agreement for the Application of Safeguards in connection with the NPT (in force from 11 August, 1995).

 

On 25.03.1997 Kazakhstan also signed the Revised Supplementary Agreement Concerning the Provision of Technical Assistance by the IAEA.

 

On 6 February, 2004 Kazakhstan signed the Additional Protocol to the Agreement for the Application of Safeguards in connection with the NPT.

 

IAEA Projects in Kazakhstan

1. Development of Remediation Methodology for the Contaminated Soils in the Shu-Sarysu Province (approved in 2003).

2. Radioimmunoassay Reagent Production for Screening Programmes (approved in 2003).

3. Establishment of a Secondary Standards Dosimetry Laboratory (approved in 2005).

4. Establishment of a Nuclear Medicine and Biophysics Centre (approved in 2005).

5. Establishment of a Training and Certification Centre for Non-destructive Testing Methods (approved in 2003).

6. Preparing a Decommissioning Plan for the BN-350 Reactor (approved in 2003).

7. Support to Convert WWR-K Reactor to Low-enriched Uranium Fuel (approved in 2005).

 

 

 

Comprehensive Nuclear-Test-Ban Treaty Organization - CTBTO

 

Important Dates

1. 30 September 1996 - Signing of the Comprehensive Nuclear Test Ban Treaty by the Republic of Kazakhstan.

2. 14 December 2001 - Ratification of the Comprehensive Nuclear Test Ban Treaty by the Republic of Kazakhstan.

3. Spring 2002 - Official visit of CTBTO Preparatory Commission's Executive Secretary W.Hoffmann to Kazakhstan where he visits the former Semipalatinsk Nuclear Testing site and the seismic station in Kurchatovber.

 

Legal Framework

1. Comprehensive Nuclear Test Ban Treaty.

2. IMS Facility Agreement between the Republic of Kazakhstan and the CTBTO Preparatory Commission.

 

Cooperation with the CTBTO

The Republic of Kazakhstan has five stations which are part the CTBTO's International Monitoring System.

These are - one infrasound station in Aktobe, one primary seismic station in Makanchi and three auxiliary seismic stations in Aktobe, Burabay and Kurchatov. All of these stations are used for constant monitoring of the seismic activity in the region.

Another priority field of cooperation is the technical and methodological improvement of the National Monitoring Network.

Currently, Kazakhstan is helping to calibrate the equipment for the IMS seismic stations across the world.

 

 

 

United Nations Office on Drugs and Crime - UNODC

 

The only legal basis for the cooperation between Kazakhstan and the UNODC remains to be the Memorandum of Understanding on Subregional Drug Control Cooperation signed in 1996 by the foreign ministers of five Central Asian states and the Executive Director of the UNDCP.

Kazakhstan had acceded to all major international conventions dealing with drugs and crime, such as the Single Convention on Narcotic Drugs, the Convention on Psychotropic Substances, the Convention against the Illicit Traffic in Narcotic Drugs and Psychotropic Substances, as well as to all international antiterrorism legal instruments.

Currently, Kazakhstan is considering the ratification of the United Nations Convention against Transnational Organized Crime, the three protocols to it, as well as the signing and ratification of the United Nations Convention against Corruption.

UNODC's cooperation with Kazakhstan, unfortunately, does not meet the local needs and does not reflect the existing potential of both Kazakhstan and the UNODC. There had been only one national project implemented jointly with the UNODC since the establishment of contacts with this Organization. Throughout these years most of the resources distributed by the UNODC in the region have been going to the neighbouring states. Due to these UNODC policies Kazakhstan receives minimal assistance.

There are, however, several projects which are being implemented on the regional level, such as: - Drug law enforcement systems for criminal intelligence, information and data collection, analysis and exchange. - Drug Demand Reduction and HIV/AIDS Prevention and Care Policy Advice to the Central Asian Governments. - Assistance in developing Controlled Delivery Techniques. - Drug Abuse and HIV/AIDS Prevention through mass media, NGO and civil society. - Precursors Control in Central Asia.

 

 

United Nations Industrial Development Organization UNIDO

 

Kazakhstan joined the UNIDO in June 1997.

During the first years after the accession to the Organization there had been some activity in the elaboration and implementation of bilateral projects - 6 of them were implemented by 2000 with the total expenditures of $ 1,097 mln.

The UNIDO had made a decision to open its country office in Almaty with future plans to transform it into a subregional bureau. Unfortunately, since 2000 there has been no single project implemented by the UNIDO in Kazakhstan.

Currently, Kazakhstan is planning to initiate the intensive talks with the Organization about the elaboration of an integrated program for Kazakhstan and the opening of the UNIDO's office in Almaty.
