On the 16th of December 2011 in the town of Zhanaozen in Mangystau province during the celebration of the Independence day of the Republic of Kazakhstan on the Central square a group of former (previously fired) workers of the “OzenMunaiGaz” oil producing enterprise with the support of the hooligan youngsters started mass insurgencies leading to debacles, looting, setting fire and violence against civilians and police officers.

President Nursultan Nazarbayev Vetoes Decision of Constitutional Council on Impossibility of Holding Elections in Zhanaozen, Mangystau Region
On January 10, 2012, President Nursultan Nazarbayev made an objection to the Supplementary Ruling of the Constitutional Council of Kazakhstan #1 of January 6, which had stated that it was impossible to hold the elections of deputies of the Majilis of the Parliament and maslikhats in the town of Zhanaozen, Mangystau region.
Constitutional Body Rules Majilis Election Cannot Take Place in Emergency
ASTANA, January 6, 2012 – The Constitutional Council has ruled that the voting for the Majilis of the Parliament of Kazakhstan will now not take place in Zhanaozen, a town rocked by violent riots on December 16, 2011, the 20th anniversary of the country’s independence.
Zhanaozen Residents Support Decision to Extend State of Emergency
ASTANA, January 5, 2012 – Zhanaozen residents, by and large, support President Nazarbayev’s decision to extend the state of emergency in the town till January 31. The corresponding decree was adopted yesterday, January 4. According to the locals, to achieve stability and prosperity, the town needs peace, and all measures to ensure tranquility must be taken.
Update on the situation in the city of Zhanaozen, Mangistau region (29 December 2011 - 4 January 2012)
On 29-30 December representatives of Penal Reform International (PRI) and representatives of four public monitoring commissions from four regions of Kazakhstan visited the pre-trial detention facilities in Zhanaozen and Aktau, Mangistau region of Kazakhstan and have not identified instances of torture.
