Kazakhstan cooperates with the United Nations Office on Drug and Crime within international and regional programmes of UNODC such as “Regional Programme for Promoting Counter Narcotics Efforts in Afghanistan and Neighboring Countries”, “The Paris Pact Initiative”, “Establishment of the Central Asian Regional Information and Coordination Centre (CARICC) and others.
The activity of Almaty-based CARICC, which includes Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan and Uzbekistan along with Russia and Azerbaijan, in countering organized crime and drug trafficking has been critical to international and regional safety and security and has significantly improved cooperation in counter-narcotics between national and regional law enforcement agencies of these countries. Since the Centre officially opened in December 2009, 30 international operations have been conducted, with seizures of more than 6 tons of Afghan drugs and arrests of 58 members of transnational drug cartels.
At the national level, Kazakhstan and UNODC has been implementing jointly projects, addressing the issues of prevention of drug abuse, fighting HIV/AIDS, prevention of drug use and treatment of drug addicts
Priority areas of cooperation include participation of Kazakhstan in the activities of the United Nations Commission on Narcotic Drugs (Kazakhstan is a member of the Commission for the period of 2014-2017) and the United Nations Commission on Crime Prevention; use of UNODC research publications on the world drug situation, on estimation of illicit financial flows resulting from drug trafficking and other transnational organized crimes and on different forms of corruption; implementation of technical cooperation projects in the field of illicit drug trafficking, crime, and terrorism.
The first official visit to Kazakhstan of UNODC Executive Director Mr. Yuri Fedotov took place on 14-15 June 2011. During his visit, Mr. Yuri Fedotov met with the President of Kazakhstan H.E. Mr.Nursultan Nazarbayev to discuss a wide range of issues. The meeting coincided with the 10th anniversary Summit of the Shanghai Cooperation Organization Chaired by Kazakhstan. The UNODC chief also met with Mr. Karim Massimov, the Prime-Minister of Kazakhstan, Mr. Yerzhan Kazykhanov, the Minister of Foreign Affairs, Mr. Kalmukhanbet Kassymov, the Minister of the Interior and Mr. Kairat Kozhamzharov, the Chairman of the Agency on Combating Economic and Corruption Crimes. The UNODC Chief also participated in the Meeting of the Council of the Heads of the Member States of the Shanghai Cooperation Organization and signed a Memorandum of Understanding between the Secretariat of the SCO and the UNODC.
